CLARK COUNTY – New Carlisle woman accused of texting her sister to report an active shooter to Navistar and told MPs the ‘April Fools joke’ was a refund has been charged .

Pamela Sisco, 57, has been charged with a panic-causing felony, court records show. She received a subpoena at a later date.

“She said she was playing a joke on her sister for April Fool’s Day and trying to get her back from last year,” read an affidavit filed in Clark County Municipal Court.

Navistar confirmed Thursday that Sisco had been fired from the company.

Court records show that 34 law enforcement and EMS personnel responded to the Navistar factory on Urbana Road around 11:45 a.m. on April 1 over a report of a possible active shooter.

This response came after Sisco’s sister called 911 after receiving text messages from Sisco.

“She said there was a guy who was fired yesterday and he came with a gun and they are barricaded with the lights off in an office,” the sister told a 911 dispatcher. texted me and I’m scared to text him if they’re barricaded and hiding. “

Sisco declined to speak with News Center 7 after the incident.

The first policeman who arrived at the factory within two minutes entered the building and attempted to locate the possible gunman.

“She put a lot of people in danger today because of a stupid joke,” said Major Chris Clark of the Clark County Sheriff’s Office.

Sisco was found inside the factory and when deputies approached her she said that “it was an April Fool’s joke that she was playing on her sister” and that he “didn’t ‘there was no active shooter and she made it all up,’ according to court records.

MPs said Sisco gladly showed them his phone. Investigators said the phone “makes it clear that he informed his sister that they were locked in the office and that she heard gunshots,” according to records.

Emergency dispatch traffic obtained by News Center 7 showed that approximately 18 minutes elapsed between the officers’ initial response and officers who were told to withdraw after finding out they were a joke.
